Mr. Padilla brings 17 years of progressive and comprehensive knowledge of federally subsidized housing programs to service your needs. He has effectively aligned private developer interests with public housing goals to create over 350 new affordable housing units, an investment of over fifty million dollars, solely in the last 5 years.

 

He has worked extensively with TDHCA Home Funds, NSP, and Low-Income Housing Tax Credit programs. In completing a HUD-RAD Conversion,  he was able to secure 1.6 million dollars in reserves for immediate and 20 year capital needs. Well-versed in how maximize HUD's federal allocation of the Section 8 Housing Choice Voucher program, he increased his previous agency's annual award by one million dollars, a 20% increase from 2015 to 2018.
 

Mr. Padilla is well versed in the requirements for calculating HUD-PHA and TDHCA Utility Allowances and developing Public Housing ACOP and Section 8 HCV Administrative Plans that maximize efficiency, controls, and opportunities. He has provided management and operations guidance to many housing authorities throughout the years, as well as, training for HUD San Antonio field office attendees on Section 8 HCV Home Ownership Program and Public Housing re-positioning opportunities.
